Last night I got both the third milestones with Bowser. When I went to put them on, They wee not on there. This morning I came on hoping I would have them, But I don't. Anything I should / can do to solve this?

It's a glitch when Steam is not connected whilst on TF2.

Wait a few days, Valve will bring a fix and replace the items you didn't get.

I still haven't got my Scottish Resistance. I got everything else apart from that. Yours sounds like a random drop, rather than a late milestone item.
