No it's a completely new game. I think the only difference is the location, and characters.

You should play Fallout 3 if you haven't, it's a fun game. Will keep you occupied for about 3 months if you get into it.

I thought it looked pretty good. That random hand popping out of the ground made me think of Dawn of the Dead. Do wonder who that trench coat wearing guy is as well; he wears a trench coat, therefore he is a bad ass.
